SALPN invites you to participate in a public consultation regarding amendments to our existing Regulatory Bylaws. Please provide feedback or ask questions before December 1, 2023, via email to Lynsay Nair (lnair@salpn.com).
The complete draft amendments and side-by-side are available for your review. In summary, the amendments set out to accomplish the following:
- Defines and uses the term “College” in place of SALPN or association throughout the bylaws
- Creates a category of membership called “Secondary Jurisdiction Licensed Practical Nurse” for LPNs holding a license in another jurisdiction in which they primarily practice. Those holding a secondary jurisdiction license would attest that they have met the renewal requirements of the primary jurisdiction and would not be required to meet CLPNS’s (formerly SALPN) renewal requirements, like CEP. Secondary jurisdiction licensee holders would remit a lesser and yet-to-be-determined fee for the licensure category.
- Allows for the licensure of Supervised Practice Experience participants rather than the current undertaking based model.
- The student practical nurse category is eliminated due to low uptake.
- Removes the requirement to provide a vulnerable sector query as only certain employers are eligible to ask for it.
- Determines when a person is no longer a member of CLPNS (formerly SALPN).
- Requires that out-of-province applicants provide information about any practice restriction, limit, or condition imposed on them.
- Prescribes telehealth privileges for both practising categories.
- Provides for a wider range of methods to demonstrate currency of practice. The presented methods are based on an environmental scan of all nursing regulators in Canada, creating an approach more consistent with regulation in Canada. An LPN will be deemed current in practice if they provide proof of the following:
- Completed the program, refresher program, competency-based assessment and required course work, an approved SPE, or the exam within 3 years
- Have worked 1125 hours in the previous 5 years or 450 in the previous 2 years
- Authorizes those holding a non-practising certificate to use the title LPN(non-practising).
- Removes the clinical requirement and specific education listed and clinical requirement to provide hemodialysis care, allowing for flexible approaches and employer-lead education.
- Clarifies the wording related to the insurance requirement for those engaged in Independent Practice.
- Accommodates the updated legislation as it relates to complaints, investigations, and discipline processes.
- Accommodates the use of panels of committee members within both statutory committees.
- Removes the reference to specific program approval standards and accommodates the use of standards of approval approved by the Council from time to time.
SALPN Council 2023 Bylaw Consultation: Proposed Regulatory Bylaw Amendments
The proposed bylaw amendment related to Supervised Practice Experience was open for consultation until March 10, 2023.
A second bylaw amendment related to Internationally Educated Nurse graduate licensure will be presented at the SALPN AGM for membership confirmation. A stakeholder consultation occurred before the SALPN Council and the Minister of Health approved the bylaw amendment. This bylaw is currently in effect, and a consultation is not required.
